متابعات-الخبر اليمني: وأوضح المرصد في بيان الإثنين، أنه وثق عشرات الحالات التي تظهر استخدام جيش الاحتلال للمدنيين الفلسطينيين كدروع بشرية بشكل واسع.
وأشار إلى أن الجيش أجبر المدنيين على دخول بنايات أو أنفاق، والبحث عن متفجرات أو أنفاق محتملة، بالإضافة إلى احتجازهم في منازل ومواقع في مناطق اشتباكات، مما يعرض حياتهم للخطر.
وأضاف البيان أن “المشاهد المروعة” التي بثتها قناة تعكس سلوكاً وحشياً وغير إنساني من قبل جيش الاحتلال، وتعد اختراقاً فاضحاً لقواعد الحرب والقانون الدولي الإنساني.
وشدد المرصد على أن هذه المشاهد وحالات مماثلة تستدعي إجراءات عاجلة من نظام العدالة الدولية لضمان حماية المدنيين ومنع استخدامهم كدروع بشرية.
ودعا المرصد إلى محاسبة المستوى السياسي والعسكري الإسرائيلي على هذه الجرائم الخطيرة، مؤكداً على ضرورة تفعيل المساءلة القضائية الدولية لتحقيق العدالة للضحايا وفقاً لنظام روما الأساسي الذي يعتبر استخدام المدنيين كدروع بشرية جريمة حرب تخضع لاختصاص المحكمة الجنائية الدولية.
وأشار المرصد إلى أن استخدام جيش الاحتلال للمدنيين كدروع بشرية لم يقتصر على قطاع غزة، بل تم توثيق حالات مماثلة في الضفة الغربية، مما يعكس سياسة متبعة منذ سنوات طويلة.
وذكر أن الجيش استخدم المدنيين الفلسطينيين كدروع بشرية خلال حرب 2014.
وأكد أن القانون الدولي الإنساني يحظر بشكل مُطلق استخدام المدنيين كدروع بشرية في النزاعات المسلحة، باعتبارهم أشخاصاً محميين بموجب قواعده العرفية والمكتوبة.
