allegations without evidence and lies without correction - Saturday 17 April 2021 الساعة 01:25 pm مشاركة Sana'a, NewsYemen, Special Report:  Following the recent scandal of the Security Council-mandated expert group on Yemen, which announced its retreat from the accusations contained in its recent report on Yemen of the Yemeni government’s accusations of money laundering, currency speculation and disposing of the Saudi deposit in corrupt ways, and even canceled the accusations and paragraphs on this subject and announced the dismissal of the financial expert who had collected Information and its formulation within the framework of the report, many questions began to arise about the credibility of the work of these international teams and the goals and agendas behind them, and their relevance to the policies and agendas of countries and intelligence that use these international structures in the service of the goals and interests of certain countries, or settle scores against other countries, regimes and leaders.

The scandal of the expert group has raised many questions about the truth and reliability of the information contained in the annual reports of the team, which was and continues to be the most important source for the Security Council and its member states to make their decisions regarding countries, entities or individuals, including the extent of the credibility of the accusations against the former President of the Republic of Yemen Ali Abdullah Saleh is among the reports of the Security Council's team of experts, which continued to rely on allegations and accusations without real evidence, and were used to continue to impose sanctions on Saleh and even his son, Ambassador Ahmed Ali Abdullah Saleh, and to settle political accounts for Saleh's domestic and international opponents according to those allegations and allegations.

and Security Council resolutionsAlthough the first decisions issued by the Security Council regarding Yemen began in the year 2011 , when Resolution No.

(2014) was issued in October 2011, which included the Security Council’s support for the Gulf initiative and its executive mechanism for the peaceful transfer of power, then Resolution No.

(2051) issued in June 2012 AD, but the work The Group of Experts began after the Council issued Resolution No.

(2140) issued in February 2014 AD, which included the threat to impose sanctions on those who claimed that they would impede the political transformation in the country and the formation of the United Nations Sanctions Committee to follow up on the issue of sanctions implementation and its team, which has since prepared annual reports that were The basis on which the Security Council adopts all subsequent resolutions related to Yemen, which amounted to (13) decisions, all of which included decisions to extend sanctions, add new sanctions, and extend the work of the sanctions committee and its team.

Although the reports of the Group of Experts have been seen over the past years as credible documents that enjoy international, political and media attention, the recent scandal of the team, which was forced to cover its scandal by canceling and deleting entire paragraphs of its report on its accusations to the Yemeni government of practicing money laundering and corruption, The dismissal of the financial officer of the team after the review carried out by the Yemeni government and with the group of Hayel Saeed Anam, which was one of the parties falsely accused by the report, reflected the fact that the reports of this team were based on false and false information and formulated in templates that show a kind of credibility, especially since the team announces its reports by saying It is based on collecting its information on accurate information as a result of interviews, documents to be verified and decisions and regulations issued by de facto governments and authorities in countries, including Yemen.

Saleh's opponents' allegations are justifications for international sanctionsAccording to the foregoing, the observer will find that all that was included in the reports issued by the team regarding the former President Ali Abdullah Saleh since the start of the team’s work in 2014 AD and in the first report submitted to the Security Council in February 2015 were nothing but monitoring and propagation of purely political accusations that Saleh’s opponents have repeated against him since Before the 2011 crisis and the handover of Saleh to power, in accordance with the Gulf initiative and its implementation mechanism.

On November 7, 2014, the UN Security Council announced the imposition of sanctions on former President Ali Abdullah Saleh, allegations that he had obstructed the political process in the country and threatened peace and stability in Yemen, allegations that remained the focus of accusations repeated by Saleh's opponents in the opposition that was led by the Muslim Brotherhood in Yemen (Party Islah) as part of the so-called joint meeting since the first day after the signing of the Gulf initiative and its implementation mechanism, according to which Saleh was handed over to his deputy at the time, Abd Rabbo Mansour Hadi.

The allegations on which the Security Council relied in imposing sanctions on President Saleh were nothing but a replica of the allegations and lies that Saleh’s opponents had propagated even before the 2011 crisis, which witnessed the transformation of the political and media discourse of the opposition led by the Yemeni Brotherhood into a book of allegations, allegations, fabrications and lies that Saleh and his family affected Saleh and included allegations that he sought to inherit power to his son, transforming the army and security into an army and family security, lies about his financial wealth, which reached the point of claiming that it amounted to $ 60 billion, as well as allegations of his failure to confront Al Qaeda terrorist organization, and even allegations that he had links with its leaders.

The flood of allegations and lies that opposition leaders and Saleh’s opponents continued to tell him escalated with the joining of his successor, President Hadi, who was peacefully handed over by Saleh to the choir spreading lies about Saleh, using his authority as head of state, and exploiting his relationship with the UN envoy to Yemen at the time, Jamal Benomar, who repeatedly declared his hostility to Saleh, as well as The position of the Americans, which was reflected in the threats made by their ambassador in Sanaa at the time, Matthew Toller, to President Saleh, to leave the country within forty-eight hours of the ambassador’s warning, unless sanctions will be issued against him upon a request submitted by President Abd Rabbo Mansour Hadi and the US State Department to the Security Council, which is The threat of the issuance of sanctions 48 hours after the threats of the American ambassador.

The Group of Experts and President Saleh .

allegations without evidence and lies without correctionBarely three months had passed since the Security Council imposed sanctions against former President Ali Abdullah Saleh, until the UN Panel of Experts of the Council rushed to issue its first reports submitted to the Security Council in February 2015, which allocated a special space for President Saleh, and included a number of accusations based on mere allegations and allegations that he kept spreading.

His political opponents through their media.

Despite the many allegations contained in the report, the most prominent of these allegations were the claim that President Saleh’s fortune amounted to $ 60 billion, and that he collected it during his thirty-three-year presidency.

The report did not content itself with mentioning other allegations about Saleh’s relationship with merchants and commercial companies .

.

etc.

Among the allegations that repeated what Saleh's local and foreign opponents were claiming against him in their media, which was led by the media outlets of the Muslim Brotherhood in Yemen (the Islah Party) internally, and Qatar's media outlets that supported the main support of the Muslim Brotherhood in the region, especially Al-Jazeera abroad.

Although the leaders of the General People's Congress Party, which was headed by Saleh, on December 3, 2014 AD delivered a legal objection to the decision issued by the International Sanctions Committee of the Security Council to the United Nations Resident Coordinator in Yemen, Mr.

Paulo Lembo, at the time, including a detailed refutation and denial of allegations about The wealth of President Saleh, but the Group of Experts did not pay attention to that response and continued to include accusations against President Saleh in its subsequent reports.

And because the reports of the Group of Experts on President Saleh were nothing but a paid political use, they continued to contain allegations accusing Saleh of continuing to control the army and security leaders, and his alliance with the Houthis and his assistance to them in controlling Sanaa, all allegations based on the reports of the expert group on the vocabulary of (confidential source The sources claimed, the source claimed) all of them are words and terms that confirm the reliance of those reports on principles and concepts of doubt, not certainty, and the dependence of unreliable information, and unreliable sources.

Although President Saleh continued to repeatedly refute the allegations of accusations that the experts' reports and his opponents continued to charge him, his refutations were not taken up by the team of experts, which the days revealed that his allegations were nothing but lies without evidence.

On the other hand, the experts' accusations against President Saleh regarding the allegations of the subordination of the army and security leaders to him and his influence on them in helping the Houthis to overthrow Sana'a did not assign the expert team to correct them despite all the facts of reality that were refuted by Saleh’s handover of power and Hadi’s dismissal of the army leaders and their replacement with loyal leaders Not to mention Saleh's opponents colluding with the Houthis during the 2011 crisis and bringing them to the scene of the demonstrations, then the government that the Brotherhood and Hadi were officially leading to the Houthis apologized for the state wars led by Saleh against their rebellion, and finally Hadi did not move any military force to confront the Houthis since their departure from Saada and the start of their control over The army camps up to Amran, which after its overthrow, Hadi visited, and he famously said that it had returned to the bosom of the state.

In addition to the above, President Saleh's leadership of the December 2 uprising against the Houthi militia in the heart of the capital, Sanaa, and his killing at their hands did not intercede for him with his opponents or the Security Council's team of experts to correct the allegations they were making about him regarding his continued control of the army leaders and his possession of military equipment.

Although more than six years have passed since the imposition of UN sanctions on former President Saleh and more than three years have passed since his death at the hands of the Houthi militia, the UN Panel of Experts is still insisting that its allegations about Saleh, which have been proven false, will not be corrected.

The Security Council did not remove Saleh's name, even after his death, from the sanctions list, and at the same time the continued imposition of sanctions on his son, Ambassador Ahmed Ali Abdullah Saleh, despite the fact that the imposition of sanctions on the latter was caused by linking his position to his father's political position without any evidence to confirm this.

It is worth noting that many analysts assert that the scandal of the Security Council’s Group of Experts and its retreat from its accusations to the legitimate Yemeni government revealed that its reports, including what it contained against former President Ali Abdullah Saleh, were nothing but political allegations used to pass political agendas and goals based on the foundations of economic interests.

And commercial and financial funds provided by international systems and intelligence that have interests in passing that agenda, and they indicate here that the State of Qatar stands as a spearhead with regard to influencing the drafting of the contents of the reports of the UN Panel of Experts on Yemen, indicating the timing of the appearance of the former envoy to Yemen, Jamal Benomar, on the Qatari Al-Jazeera channel.

He repeated allegations about President Saleh in conjunction with the review process of the expert group's report, which ended with the exposure of his scandal, which was not the first and may not be the last.
